CWA/AT&T – Wireline Bargaining Report – COVID-19 Vaccine Federal Contractors 

As you are aware, during our last round of bargaining with AT&T over the issue of COVID-19 vaccination, an impasse was reached at the bargaining table.  As a result, the Company implemented a last, best, final offer.  

President Biden’s subsequent Executive Order 14042, which was released earlier this month, requires employees who work on or in connection with federal contracts, and employees who are co-located with employees who work on or in connection with federal contracts, to become fully vaccinated against COVID-19 by January 18, 2022.  

Once the Executive Order was released, CWA & AT&T agreed to enter into effects bargaining concerning the impact the Executive Order would have on CWA members.  It is important to note that only a small number of employees are impacted by Executive Order 14042.  These specific employees have already received notification from AT&T management.  As a result of these negotiations, the company agreed to grant employees who are not compliant with the vaccination requirement contained in the Executive Order, Excused Unpaid time off from January 18, 2022, through February 1, 2022, at which time the company’s existing COVID-19 Vaccine Policy will come into effect.
